Under minimal supervision, is responsible for all local engineering including making decisions and recommendations for master planning of facilities and the design/construction of various projects. Serves as project facilitator, developing project achievements, handling project contracts, controlling project costs, and facilitating project completion. Interacts with consultants, contractors, government, and private entities regarding projects and facilities.


  • Performs civil engineering calculations; technical research to solve extensive and diverse engineering issues; and prepares project designs.
  • Develops, coordinates, and directs multiple projects related to water system analyses, master planning, design, project management, and construction of various facilities.
  • Makes decisions regarding the design and construction of utility facilities and system operations to meet demands and emergencies.
  • Assists in the construction of projects by ordering materials and services, performing construction observation services, and maintaining records for capital project files.
  • Preparation of letters, memoranda, reports, project specifications, and other written communication.
  • Assists with the preparation of Company rate case materials.
  • Understands regulations governing water and wastewater utilities and their effect on operations.
  • Represents the Company at public and private meetings, conferences, and industry events as directed by Senior Management and/or by established policy and assists in the public relations program.
  • Communicates and coordinates with customers and developers concerning meeting their needs for water system information and/or improvements.
  • Creation and maintenance of facility system maps and facility management systems.
  • Timely collection and processing of as-built documentation for construction projects.
  • Supports Company activities from other departments.
  • Align with all safety policies, practices, and procedures. Reports all unsafe activities to their supervisor, Manager of Safety Services, and/or Human Resources.

Education and Experience

  • Bachelor of Science Degree in Civil Engineering or an equivalent Engineering Degree from an accredited four-year college or university
  • 5+ years of technical experience in water facilities design and project management or other related fields.
  • Registration as a Professional Civil Engineer is highly desired.
  • A Master’s Degree in Engineering may be substituted for two years of experience.
  • Effective verbal and written communication skills to communicate in English with others including internal and external customers under normal and adverse conditions are required.
  • Knowledge and use of personal computers and advanced skills in word processing and spreadsheet software are mandatory. Experience in Microsoft Office products is preferred.
  • Proficiency with ESRI GIS software and AutoCAD is highly desirable.
  • Must be self-motivated, organized, and multi-task oriented.
  • Must meet established goals and deadlines with minimal supervision.
  • Must have good analytical, organizational, and math skills.
  • Exercise discretion, finesse, professionalism, and tact in all areas of a sensitive and/or confidential nature.
  • Ability to work independently and function in a team environment.
  • Must maintain a professional appearance as a front-line representative of the Company.
  • Must have the ability to prioritize and coordinate multiple assignments with limited time constraints and changing requirements.
  • Follow Company rules, procedures, and directions from Management.
  • Able to work weekends, holidays, and extra time as required.
  • Valid drivers license to be able to drive Company vehicles.
  • Willing for occasional to moderate travel for business is required.
