Purpose
The primary function of this position is to prepare, support, analyze and provide testimony for financial and compliance filings related to regulatory requirements for Liberty Utilities. Further, the incumbent will prepare financial rate and revenue requirement related filings. Additionally, the position will have significant responsibility for Liberty Utilities regulatory outreach programs, being a key interface point for regulators, governmental officials, and trade/industry groups. The position will focus on developing and retaining corporate knowledge related to all financial aspects of rate cases, developing and maintaining financial models for Liberty Utilities.
Accountabilities
- Coordinate with Regulator and Intervenor staff on financial and regulatory issues
- Provide written and oral testimony in rate and other related cases
- Develop and maintain rate application models for each state in which Liberty Utilities operates
- Complete accurate, timely financial reports required for regulatory filings
- Assist in forecasting rates and revenue requirements
- Gather, analyze, and ensure consistency of all financial filings with key regulators
- Ensure that all filings are consistent with financial reporting
- Perform impact analysis of new regulations from a quantitative perspective. Identify financial risks associated therewith
- Provide rate impact analysis of planned capital expenditures
- Provide rates modeling support for Business Development initiatives
- Provide statistical operating reports for benchmarking purposes against other regulated entities
- Perform or coordinate cost of service, depreciation, and lead/lag studies
- Coordinate with Director of Regulatory Strategy – Liberty Utilities regarding rate strategies, cost allocations, and industry trends, and impact on Liberty Utilities
- Coordinate with in-house and 3rd party legal counsel and political/rate advisors regarding regulatory and community outreach strategy
Education and Experience
The position is ideally suited for an accountant or someone with strong financial background. The incumbent must be extremely comfortable interacting with third parties such as lawyers, regulatory staff and corporation commissioners in multiple states, and peers in industry, as well as the ability to competently present and testify the Company’s positions in rate cases and other regulatory processes.
- Bachelor’s degree in Finance or Accounting
- Prefer accounting designation (CPA)
- 5-7 years experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position
- Demonstrated analytical skills typically accompanied by seven plus years experience in a utility rate analyst role, with rate management and testimony experience strongly preferred
- Experience with regulatory filings and reporting considered an asset
- Detail oriented expert in Microsoft Office, particularly in MS ExcelStrong business acumen with demonstrated ability to provide strategic solutions to complex problems
- Ability to work under demanding time constraints with firm deadlines
- Some travel will be required
Compensation
$115,098 - $172,646 year DOE
