Environmental Specialist

Working collaboratively with Liberty's Operations, Compliance, and Environmental Health and Safety teams, and other departments as required to support operations and maintenance activities, new construction, or re-building of existing facilities.


  • Function as the internal expert on environmental/regulatory compliance matters
  • Provide consultative services regarding projects with respect to environmental requirements
  • Procure contracts as needed
  • Ensure hazardous waste compliance, training, and annual, monthly and weekly inspection requirements are met
  • First responder to environmental emergencies
  • Conduct field work and inspections
  • Develop, implement, and maintain a Permitting and Regulatory Policy and Procedure. Permits and approval plans typically include State, Federal, Regional (including Tahoe Regional Planning Agency), local, city, or ministerial permits relating to project engineering, construction, and environmental requirements
  • Prepare project-specific required reports for local, state, and federal agencies, including work plans, specifications, maps, and other required content
  • Communicate project environmental requirements by applying applicable environmental regulations, laws, and requirements such as CEQA, NEPA, Water Quality Control Boards, USFW/ CDFW rules
  • Build good relationships with the local regulatory agencies (TRPA, Forest Service, Lahonton Water Quality Control Board, State and local Fire Agencies and State and local government agencies)
  • Prepare, review, or process environmental documentation as needed
  • Ability to validate and analyze GIS data
  • Support the development of environmental policies and procedures
  • Understand the operating business and how to apply relevant environmental and safety rules.

Education and Experience

  • High School diploma or equivalent required
  • Bachelor degree in related field preferred
  • 3-5 years experience
  • Ability to interface and collaborate with peers, clients, project teams, management and vendors to successfully meet shifting needs
  • Ability to manage risks and safety appropriately and stay current with relevant technology and information.
  • Willingness and ability to work outdoor in any weather condition that also may consist of hiking hills, traversing unstable ground on foot, and working in varying weather conditions
