Purpose

This position requires an extensive engineering knowledge and is responsible for providing expert judgement and analysis for the design, development and implementation of technical products and services. The incumbent will resolve highly complex technical issues and recommend alterations to development and design to improve quality. The incumbent will own their project work and may be an Engineering project team lead with direct reports for a small team, responsible for the supervision of subordinates including administrative assistants, engineering technicians, engineering assistants, and engineers as well as the operation of other business units.

Under minimal supervision, is responsible for organizing engineering assignments and making decisions and recommendations on extensive engineering activities including master planning of facilities and the design/construction of various projects.

Accountabilities

• Works under the direction of a supervisor.

• Using adequate foresight and mature judgement, performs technical research to anticipate and solve extensive and diversified engineering issues.

• Conducts comprehensive engineering studies and prepares reports and recommendations.

• Prepares and makes presentations to Management.

• Provide technical guidance to less experienced professionals/technicians

• Solve complex problems using combination of standard or modified procedures

• Make independent decisions in planning, organizing and completing technical assignments; work is only reviewed for soundness of judgement and not technical accuracy

• Perform independent studies/analyzes and interprets and draws own conclusions

• Participate in planning objectives

• Works on a variety of engineering assignments that require strong knowledge of engineering specialty

• Evaluates design requests, collaborates with stakeholders to understand requirements, and provides cost effective designs that comply with company and regulatory requirements.

• Provides input on standard designs and standard equipment selection and participates in development and updating of design and project management related documents.

• Develops scopes of work, materials requirements, and cost estimates; requisitions materials and secures necessary contracts and permits; oversees project execution; and completes project closeout documents.

• Maintains and reports project schedules and forecasts to ensure completion of projects on schedule and within budget - working in coordination with Resource Planning to reflect projects in overall Utility resource plans.

• Participates in integrity management and compliance related activities as required.

• Develops, coordinates, and directs a number of projects related to gas distribution system analyses, master planning, design, project management, operation and maintenance of facilities and equipment, and construction of various facilities.

• Creates and updates workorders for engineering projects, including specific, detailed lists of project materials required for orders in SAP prior to Construction

• Engage with Procurement to provide materials analysis, estimation and approval that materials meet specifications

• Prepares and administers various contracts; prepares reports, project plans/specifications, records drawings, letters, and other written communications.

• Prepares Company rate case materials, including testifying where needed.

• Maintains an understanding of the regulations governing gas distribution utilities and their effect of their operations.

• Prepares, administers and consults with Management on the Capital and O&M Budgets.

• Organizes, reviews, evaluates, and approves the work of subordinates, and Company consultants and contractors.

• Represents the Company at public and private meetings, conferences, and industry events as directed by Management and/or by established policy and assists in the public relations program of the Company.

• Supports Company activities from other departments.

• Executes work with new technology requiring Technical Knowledge of GIS and SAP EAM

• May schedule and plan work for the engineering team and provide input in performance evaluations and people development

• Complies with all safety policies, practices, and procedures. Reports all unsafe activities to the supervisor, Manager of Safety Services, and/or Human Resources.

• Performs other special projects and other duties as may be assigned by designated staff.

Education and Experience

• Must possess a Bachelor’s of Science Degree in Civil Engineering or an equivalent Engineering Degree from an accredited four-year college or university.

• Must be a Registered Professional Civil Engineer with approximately 8-10 years of technical experience in gas distribution design and project management or other related fields.

• A Master’s Degree in Engineering may be substituted for two years of experience.

• Effective verbal and written communication skills to communicate in English with others including internal and external customers under normal and adverse conditions are required.

• Knowledge and use of personal computers and advanced skills in word processing and spreadsheet software are mandatory. Experience in Microsoft Office products is preferred.

• Basic to intermediate skills in Computer Aided Drafting (CAD) and Geographic Information System (GIS) software are preferred.

• Must meet established goals and deadlines with minimal supervision.

• Must have good analytical, organizational, and math skills.

• Be able to exercise discretion, finesse, professionalism, and tact in all areas of work including matters of a sensitive and/or confidential nature.

• Able to work independently and function in a team environment.

• Must maintain a professional appearance as a front-line representative of the Company.

• Must have the ability to prioritize and organize multiple assignments with limited time constraints and changing requirements.

• Possess effective interpersonal skills and be able to work with people at all levels of the organization.

• Maintain effective and cooperative working relationships with those contacted in the course of work. This includes, but is not limited to, those to whom the position reports to, coworkers, public, customers, regulators, etc.

• Must be able to exercise independent judgment in all areas of work.

• Must be able to take direction, be a self-starter, and self-motivated.

• Be able to follow Company rules, procedures, and also directions from Management.

• Be able to recognize and assess potential threats to the Company and report them to Management.

• Be able to work weekends, holidays, and extra time as required.

• Class C driver license with an acceptable driving record.

• Be able to drive Company vehicles and travel for business.
