Purpose
This role leads the Engineering department and provides leadership of staff delivering all technical aspects of engineering, design, resource planning and performance of our systems and facilities to support the future growth of our infrastructure in a safe, compliant and cost-effective way. The incumbent will be solely responsible for management and oversight of special projects, including high-pressure pipeline construction, pipeline replacement and asset remediation, resource planning as well as large-scale distribution work, including new construction, reinforcement and relocation activities.The incumbent is accountable for ensuring the engineering solutions designed and planned by their team are appropriate and reflect Liberty strategy and standards as well as regulatory standards and industry best practices.
People Development responsibilities include leading culture, role modeling change leadership, success planning, and incorporating diversity, equity and inclusion. Must ensure that state resources are in compliance and certified to do their job. This role is accountable for ensuring staff necessary certifications.
Scope of responsibilities may include overseeing the following: decision-making to size and select meters, regulators, and relief valves, to size service lines, design main extensions, manage capital projects from inception to closeout, review public works proposals to identify implications for our facilities, secure permits for work in state road rights-of-way (more complex projects), coordinate with 3rd party engineering firms and survey firms as needed for other permits, review engineering records for accuracy and completeness, coordinate the distribution and integrity management programs, and other areas of responsibility as appropriate.
Accountabilities
- Directs and supports direct reports responsible for the planning, management, execution and implementation of projects, inclusive of the day-to-day project management, scope management, and issue and risk management.
- Responsible for overseeing engineering solution design, analysis and resource estimation, ensuring that team members understand and consistently apply Liberty processes and standards to deliver quality engineering solutions
- Involved in the development of engineering and asset management policies, standards and procedures.
- Lead team to achieve departmental goals by providing technical guidance and direction, as well as hands-on resource and project management
- Leads the embedding of enterprise processes within their department - engaging staff to continuously improve upon process implementation and design
- Ensure that all staff are in compliance and certified to do their job; accountable to ensure staff have any required certifications
- People Development: responsible for success planning and talent development. Implement action plans as needed.
- Act as a change leader; role model new change; demonstrate new ways of working.
- Work with the other areas of Liberty Utilities’ to drive consistency and sharing of best practice in the engineering and design of the gas distribution and transmission systems.
- Works with staff across Engineering and Operations to understand, prioritize, and plan for system improvements, system maintenance programs, and major system maintenance initiatives.
- Provides effective and innovative engineering design solutions to allow efficient construction and maintenance and to optimize life cycle.
- Leads development of 1-3 year plans for system expansions and reinforcements in accordance with established strategies, good engineering practice, and jurisdictional requirements .Expertise in capital portfolio management – incl. definition and analysis of capital projects, business case, IRP & capital plan
- Ability to identify and analyze compliance-driven engineering requirements
- Provide technical expertise to various parts of the organization as requested including testimony to regulatory bodies and due diligence activities.
- Ensure quality assurance and control processes are embedded in ways of working and are implemented consistently to monitor and manage business and operations risk
- Oversees project management of large-scale capital projects (Project plan, risk/issue/dependency mgmt., regulatory case, financial mgmt.)
- Applies knowledge of engineering & GIS data management best practices to instill processes and culture that support effective data management across the utility.
Education and Experience
- Expertise - advanced/well-developed skills and knowledge within a specific professional discipline involving the integration of theory and principles with organizational practices and precedents
- Bachelor's degree in Engineering or closely related field
- 5-10 years of experience
- PE license preferred
