Purpose
Supported by the Director of EPMO, the Sr Manager role is critical to ensuring achievement of business outcomes whilst strengthening strategy execution and capital management capabilities. This role acts as liaison, facilitating communication and understanding between the EPMO, Business Partners, Information Technology and Digital Transformation operating units.
The Portfolio Manager role champions project delivery lifecycle management frameworks, performance reporting, as well as developing and maintaining best practices for project delivery execution. The incumbent will focus on realization of Liberty’s strategic objectives and business value through disciplined Project and Portfolio Management processes, planning, capital governance, resource allocation and delivery execution.
This position collaborates with business and IT leaders and project managers to achieve business outcomes with quality, consistency, visibility, and oversight of capital and project portfolios.

Accountabilities
Portfolio Governance:
- Establish a succinct view of business and technology project demand and associated budgets
- Ensure annual capital plans are effectively developed with a focus on what matters most
- Deliver portfolio management services with strong governance and relationship management
- Manage project intake, evaluate business cases and advise leadership on investment decisions
- Guide prioritization of initiatives with clarity of business value, risks and dependencies
- Lead quarterly budgeting and forecasting processes for capital project portfolios
- Work closely with FP&A and leadership teams to advance governance practices
- Development of driver-based models to track capital performance and interpret results
Portfolio Oversight:
- Develop stakeholder relationships, sharing awareness of portfolio health
- Maintain inventory of projects and programs throughout their life cycle, from ideation to close
- Manage the Stage Gating process ensuring readiness to proceed to the next phase.
- Monitor programs with focus on delivering outcomes, risk mitigation and change management
- Measure value realization and performance through established scorecard metrics/KPIs
- Monitor and manage project interdependencies within and across portfolios.
Portfolio Delivery Responsibilities:
- Oversee execution with diligence measuring and managing project and program performance
- Coach project managers with guidance, ensuring consistent adoption of processes and tools
- Develop and maintain talent in a safe, diverse, inclusive, and supportive working environment.
Education and Experience
Your success in this role will be supported by your passion and experience mobilizing and maintaining effective program, portfolio and capital management practices in large public or private sector organizations, with a focus on applying leading delivery methods and tools. You are a master communicator and develop cross-functional trust-based relationships through influence with stakeholders, team members and partners.
- Passion for people development, building and leading high performing matrixed teams
- Business degree, engineering, computer science or equivalent experience
- 7+ years implementing and supporting portfolio management functions and processes
- Demonstrated experience institutionalizing an Enterprise PMO function for an organization
- Demonstrated ability to develop strategic plans and prioritize roadmaps of initiatives
- Experience in capital management best practices to support planning processes
- Proven ability to lead change and new capability development initiatives.
- Resilient relationship management skills, ability to balance stakeholders and agendas
- Strong financial and business acumen defining scorecard measures to drive results
- Sharp analytical, creative problem-solving and change management skills
- Strong MS Excel, storytelling skills and ability to create compelling presentations
- Experience in energy & utilities including regulated electric, gas and/or water is an asset
- Knowledge of SAP ERP, financial management and (SAC) SAP Analytics Cloud reporting is an asset
- Program Management Professional (PMP or PgMP)®credentials is an asset
