Senior Manager, Payroll

The Payroll Manager is responsible for the management and execution of all aspects of mutli-state, multi-provincial, mutli-employer, multi-frequency payrolls using Ceridian’s software and HRIS systems.  Leading a team of payroll professionals, the role will ensure pay is processed on time, accurately and in compliance with government and collective agreement regulations.  The Payroll Manager will drive and oversee key day-to-day processes, execute key payroll controls within our SOX program.  This is a cross functional position that partners and collaborates with internal and external stakeholders to deliver business results.  A successful candidate will be a strong leader that can thrive in a fast paced environment, manage through change and lead continuous improvement efforts with their payroll expertise.


  • Provide strong oversight of US multi-state, Canadian multi-province payroll function.  Develop and maintain comprehensive knowledge of payroll and organizational regulations, practices and financial structure and setup
  • Lead payroll development and implementation process for new countries or entities
  • Collaborate and provide input for HRIS/Benefit/Compensation initiatives as they relate to payroll
  • Responsible for the implementation and optimization of systems/processes to ensure accurate and efficient payroll processing and month/year end close procedures
  • Responsible for all pay period, monthly, quarterly and annual activities, including T4/W-2/1099 reconciliation, processing and remitting        
  • Provide oversight on finance/accounting/treasury related activities and processes (GL end to end process, bank and account reconciliations, funding)
  • Leverage strong verbal and written communication skills to respond to inquiries, prepare communication for distribution and provide insight/guidance/conflict resolution to internal and external partners
  • Establish strong working relationships with key partners including Total Rewards, HR, Finance and Accounting, Regulatory
  • Review payroll input completed by team while assisting with the sign off of the payrolls - provide continual feedback as required to ensure payroll accuracy and knowledge transfer as required.  Co-ordinate the review and sign off for each payroll to ensure that all payroll files are ready for SOX audit 
  • Oversee special activities as they relate to payroll (Bonus runs, LTIP, Stock Options, Other Executive compensation)
  • Establish procedures to ensure thorough audit of all payrolls for SOX and other legislative compliance (Federal, Provincial, State, and International).
  • Identify and implement appropriate control and compliance mechanisms for payroll
  • Ensure all payroll regulatory filing are completed in line with statutory due dates and stay current on regulations, labor laws, etc that impact the payroll process.  Manage employee globalization initiatives and ensure proper treatment for tax equalized employees
  • Participate and manage collection of accurate data required for regulatory rate cases
  • Ensure payroll processes/output are up to date and adhere to current/future Collective Agreements
  • Manage and develop a team of direct reports that includes coaching, counselling, training, employee development and performance reviews
  • Ensure resources are managed effectively to achieve timely and accrual payroll delivery.  
  • Plan and prioritize workload as required


Education and Experience

  • Bachelor degree in Business Administration, HR or Accounting
  • Minimum of 5 years’ experience in a management payroll function 
  • Designation required: Canadian Payroll Management certification 
  • Solid understanding of payroll systems, labour & fiscal legislation Canada & US
  • Proficient with MS Office applications, such as Excel and Word for preparing reports, memos and letters as required
  • Experience with a union and non-union environment 
  • Superior communication, customer service and problem solving skills
  • Experience with payroll system implementations/integrations, CPM certification, strong knowledge of multi-state US, multi-provincial Canadian  payroll, with excellent understanding of payroll laws and regulations and implications, strong Accounting background with solid knowledge and experience
