Purpose

The role of this position is to assist and interface in the planning for Liberty Power Company's  (LPCo), primarily supporting the overall land acquisition efforts for major renewable projects from origination through development with hand over to construction. This position will be accountable for securing all land tenure on required land, including supporting public outreach, community relations and associated regulatory applications. The employee in this role requires strong interpersonal, relationship building, and negotiation skills as they will be interfacing with various stakeholders day-to-day, while traveling between 50%-85% of their time.  The role will be active in all aspects of origination, development, and construction. 

The Land Development Specialist is accountable for the prioritization and deployment of tasks and resources with a clear view to secure land and broader stakeholder support for multiple projects ongoing in parallel. The Land Development Specialist will prioritize, initiate, evaluate and complete all significant steps, in partnership with the Senior Manager, Land and Stakeholders as well as the Director, Project Planning and Permitting, to ensure overall business development goals are met on schedule and on budget.

Accountabilities

  • On assigned projects, travel to project areas and lead the execution and securing of required land packages for the project, using both internal and external resources
  • Proactively approach developing relationships, finding information, and addressing challenges
  • On certain assigned projects, lead land agents to act in the same capacity when work-load demands or logistics require 3rd party services
  • Meet and/or communicate with existing landowners and stakeholders to maintain/build relationships with Liberty Power, including documenting all landowner interactions and commitments to ensure a supported transition into construction and operations
  • Build initiatives to demonstrate to communities that Liberty originates, develops, contructs and operates renewable projects, leading to short-term and long-term benefits to stakeholders and communities
  • Proactively identify and manage opportunities and risks
  • Maintenance of thorough records, to support application processes and potential legal challenges    
  • Ability to draft, review, and amend contracts for the land and permitting teams
  • Leadership in building in-house knowledge and the continuous improvement of processes for the Land Acuistion team (eg learning new regulatory requirements where Liberty enters new businesses or regions)
  • Develop and coordinate ‘hand over’ plans to guide transition of project from orignation to development, and development to construction, in regards to land acquisition rights obtained, and property owner commitments and communications
  • In partnership with permitting and planning team, provide assistance as required to; manage the land zoning security for new development packages; research applicable regulations, prepare re-zoning applications, meeting municipal staff, elected council officials, and defending and expediting applications
  • Provide recommendations for execution and improvements as well as supporting community building events with local stakeholders and landowners
  • Collaborate with the permitting and planning team to investigate and recommend new land agents in the new development jurisdictions for LPCo
  • Any similar and/or related duties as requested from time to time
  • Upon assignment, support due diligence tasks associated with property and land agreements
  • Provide support to Public Relations firms as applicable

Education and Experience

  • Ability to travel (Canada and the United States) more than 50%-85% of the time
  • Good knowledge of the various legal and commercial aspects of land tenure, specifically related to the renewable power generation industry required, (leases, rental agreements, royalty payments, easements, land registry, deeds and title insurance etc.)
  • Skills – reviewing, reading, editing land and option agreements, leases, easements, etc., report writing, team-work and collaboration
  • Experienced in community engagement and stakeholder relations
  • Key relationship building skills and time management
  • Minimum Qualifications – 3 years of experience with project development and real estate
  • Minimum Qualifications – valid driver’s license and passport with ability to travel internationally as required
