Program Specialist, System Protection & Emergency Management (Gas Utility)

This position is responsible for supporting the roles and functions of the System Protection & Emergency Management Department within Operations, under the Program Manager, which include oversight of programs associated with facilities locating, inspection/monitoring of third-party excavations, right of way vegetation control, public awareness functions, emergency preparedness, and surveying of river crossing.  Additionally, the position would manage the sewer conflict, avoidance and detection programs, as well as Operations-related outreach & educations compliance requirements.



Damage Prevention & System Reliability

  • Support the Company's efforts to improve safety by preventing or reducing the number of damages to facilities and meet/exceed damage-related performance metrics associated with negative revenue adjustments established in rates, through education & training of excavators, participation in regional damage prevention council activities, participation in one-call system, monitoring/inspection of excavation activities of third parties, accurate/precise locating of gas assets, etc.                
  • Implementation, management, and physical execution of a robust sewer avoidance and conflict detection program to prevent incidents involving natural gas lines intersecting sewers.                    
  • Coordination and oversight of river crossing surveys.        


Rights of Way

  • Manage program to control vegetation growth and lines of sight along pipeline corridors to facilitate access for O&M activities and easily identify the rights of way as areas with active gas pipelines.
  • Identify sensitive areas along pipeline corridors that require special protection to minimize adverse impacts from activities on water courses, wetlands, animal and threatened species habitats, and agricultural lands.                    
  • Communicate with landowners as required and/or needed about activities


Public Awareness

  • Administer and oversee the Company's public education program as required, following the written plan established in accordance with API RP1162, delivering appropriate notifications, training, communications, and materials.
  • Manage the written plan utilizing the Northeast Gas Association program and resources.                    
  • Liaise with Liberty counterparts to coordinate activities to ensure code compliance.            


Emergency Management

  • Administer and oversee the Company's emergency program, including management of the written plan and coordination of internal and external training & exercises.                    
  • Liaise with Liberty counterparts to coordinate activities to ensure code compliance, and adopt best practices when/where appropriate.         


Outreach & Education

  • Represent Operations' interests and commitments associated with the annual outreach & education plan, and provide information & data for the annual report submitted to DPS Staff (through Regulatory Department).                     

Education and Experience


  • Associated Degree and/or industry recognized certifications/qualifications
  • 3+ years of gas industry, or closely related experience
  • Demonstrated expertise in system protection and/or emergency management required
