Purpose
We are looking to hire a dynamic people leader to lead Liberty’s East region regulatory team. The successful candidate will oversee all elements of ratemaking and regulatory strategy for Liberty’s East region, which include seven different gas, water, and electric utilities operating in New Hampshire, New York, Georgia, New Brunswick, and Massachusetts. The East region regulatory team is comprised of approximately twenty professionals.
The Senior Director is a key part of the East region senior leadership. The successful applicant will report to the Vice President, Regulatory Services and will serve as the primary regulatory advisor for the President of the East Region, and advise other members of Liberty’s executive team on all regulatory matters affecting the region. Externally, the Senior Director will work with their direct reports at the operating companies to develop and maintain relationships with key external stakeholders that include our regulators and their staffs, intervenors, customers, and other market participants.
This position can be based in any of Liberty’s East region jurisdictions in the U.S., including NH, NY, GA, and MA, bordering States, or other favorable locations that allow for the required amount of in-person engagement with internal staff and external stakeholders.
Accountabilities
- Responsible for all regulatory activities in the East region.
- Provides leadership to the regulatory teams within the region. Works toward high levels of employee engagement.
- Serves as thought leader on issues related to ratemaking and regulation.
- Oversees the preparation and submission of accurate and impactful rate cases and other regulatory filings to the regulators who oversee Liberty’s East region utilities.
- Responsible for ensuring the accuracy and timeliness of regulatory compliance filings.
- Works with senior leadership to define effective regulatory strategies and is accountable for their successful implementation.
- Builds credibility as a trusted advisor with key stakeholders within Liberty.
- Working with other elements of Liberty’s regulatory team, conducts research and analysis to identify opportunities for regulatory innovation and strategies for the implementation of innovative structures and business models.
- Brings best practices in the regulatory space to the operating companies in the East region.
- Supports the growth and achievement of teams and individuals within region’s regulatory team with a focus on mentorship and development
Education and Experience
- Expert-level understanding of the regulation of utilities, ratemaking and pricing, and regulatory finance.
- 15 years or more of relevant experience that includes managerial roles.
- Exceptional leadership capabilities and experience building and leading teams.
- Judgement and decision-making abilities that facilitate the ability to achieve goals with a high degree of independence.
- Demonstrated ability to establish and foster productive relationships with regulators and other key stakeholders.
- Ability to interact effectively with all levels of senior management including presentations, written communications, and internal relationship-building.
