Manager, Environmental Compliance

The Manager, Environment will have the mandate for day-to-day project and support of Liberty's Environmental programs. This position will provide environmental leadership to management and employees.  Responsibilities include supporting operating teams in all environmental compliance matters, ranging from developing and implementing environmental policies and procedures, training, management of external consultants, permitting, regulatory reporting, and interaction with regulatory agencies, as necessary. The position will also assist and support the Environmental Compliance Team's efforts in providing environmental compliance support across the business and maintenance of Liberty's Environmental Management System (EMS). This role will communicate regularly with local operations teams, management, consultants (as appropriate), review and submit regulatory reports, and communicate regularly on performance and budget.  Employees in this role are expected to bring experience in providing environmental support to our growing company. 


  • Provide environmental leadership to all employees on matters of environmental compliance and environmental sustainability. Proactively engage with all employees across APUC's business lines to grow their personal ownership of environmental stewardship both inside and outside the workplace. Create a long-term vision to develop a culture reflective of a commitment toward environmental stewardship.
  • Work collaboratively to develop and implement company-wide environmental policies and procedures. Assist in maintaining APUC's environmental management system and support it's continuous improvement. Provide technical and administrative assistance on environmental policies and programs which bear critical importance to overall corporate objectives. Manage external consultants, as necessary, in support of operational objectives.
  • Participate in incident investigations to identify root causes and prevent recurrence of incidents. Participate in and/or coordinate environmental inspections/audits of operating assets. Stay abreast of current and emerging technical and professional aspects of this position. Ensure staff are aware of current environmental rules and regulations for compliance. Work in collaboration with Learning and Development to coordinate the development and delivery of appropriate environmental training for employees. Participate in operating and capital budget preparations, as appropriate, to ensure environmental programs and concerns are adequately funded.
  • Develop proficiency in Gensuite. Maintain project websites, as appropriate. Track performance against budget, provide routine KPI/data reporting. Prepare Public Utilities Commission filings, support regulatory, permitting and environmental reviews. Review, interpret, summarize and understand regulations, program rules, reports. Consult with government agencies and regulators. Including, but not limited to: email, letters, report submissions, report review, report summaries, conference calls and in person meetings.
  • Manage environmental consultants (document management, archive information, report submissions and review). Support submission/renewal of local, provincial/state and federal permits.

Education and Experience


  • University degree in a technical field or equivalent education/industry experience
  • Minimum of 5 – 10 years management experience in the Environmental Health and Safety field in North America
  • Relevant experience in environmental compliance and sustainability
  • Thorough understanding of environmental laws and regulations applicable to utility and energy industries in North America
  • Experience in remote management and supervision - demonstrated leadership qualities
  • Excellent organizational, communication, and interpersonal skills
  • Superior team building and coaching abilities, both as a leader and a team member
  • Periodic travel required due to assets across North America
