Manager, Engineering Projects

The Manager, Engineering Projects will lead the organization in the development of an industry standard Project management Organization focused on constructing distribution lines and substations to ensure quality construction, accurate budgeting, schedule adherence, and implementation of cost controls systems.  This Project Management team including Work Planners are focused on developing construction plans, a Capital Lead focused on Project Delivery, and Analysts responsible for project closeout.  Duties include negotiation of large contracts, procurement, construction, and ongoing operations and maintenance to ensure that the company’s interests are being met.


  • Lead Capital construction projects coordinating all aspects of the project, especially construction activities. Work to effectively complete each project within budget, schedule, and scope and that the quality of each project will provide safe and reliable service to the company.
  • Work with various departments and stakeholders to evaluate contractor selection and performance to enhance value to customers, shareholders, and employees.
  • Manage a staff of professionals. Promote, monitor and enforce area safety program emphasizing individual responsibility and ensuring compliance with all applicable procedures, work rules, regulations and codes.
  • Develop project execution plans that include detailed budgets, scopes of work, contracts and schedules. Maintain the project documents throughout the life of the project and ensure the all documentation is accurate and readily available. Support the monthly project and financial reporting as required.
  • Assess the adequacy, engineering and financial quality of the data being used in the project development cycle for the purpose of risk identification and analysis as well as recommending additional resources to address deficiencies. Assess the completeness, adequacy and relevance of deliverables prepared by external parties
  • Lead project management team to develop annual work plan identifying internal and external resource requirements
  • Provide leadership to Implement Project Management Policies and Procedures in line with the Project Management Institute Project Management Book of Knowledge (PMBOK).
  • As a member of the management team responsible for new builds and major capital construction projects on Liberty’s system. Ensure engineering, operations and maintenance personnel are incorporated in the construction and commissioning process of these projects to allow a smooth transition to long-term operation and maintenance in order to enhance the value of the projects to the Company.

Education and Experience

  • Minimum 5 years’ Experience  in the electric utility industry,
  • Bachelor’s degree in Engineering or equivalent with experience in distribution line construction and project management
  • A thorough understanding of the principles, purpose and operation of utility electrical and mechanical equipment and a practical knowledge of distribution line construction techniques.
  • 1- 3 years of Supervision of teams required
  • PMP Certification Preferred or ability to obtain within 12 months of being a successful candidate
  • A valid driver's license
