Director, Energy Procurement

Leads the planning, contracting and energy procurement process for gas supply across Liberty Utilities in NH, MA, GA, NY, MO, IA, IL and New Brunswick.  Ensures supply and transportation agreements meet the Company’s forecast load obligations in the most reliable and cost-effective manner.  Establish and implement effective, reasonable processes, including RFP proposals, to secure energy supply according the approved PUC procedures, guidelines, and regulations.  Prepare, support, and defend submissions to the various regulators for energy cost recovery and rate approvals.  Assist with submissions for process or policy change in the procurement of energy or its transportation and operation.  Responsible for short, medium, and strategic long-term gas supply planning to ensure rates remain reasonable, future obligations can be met, and supply arrangements will be met. Exhibits both exemplary technical capability in the area of Energy Procurement, but also the ability to strategically lead the team into the future.  


  • Manages the planning and contracting for Liberty Utilities natural gas utilities in various distribution regions.  
  • Responsible for determining the contracts for the supply and capacity necessary to provide adequate and reliable natural gas supply for the assigned region, ensuring those contracts are executed and managed consistent with the goals of the Company and the regulatory authority in the assigned jurisdiction    
  • Accountable for determining the daily and monthly mix of contracted assets needed to meet the Company’s regulated gas supply obligations in the assigned region and determining the appropriate level of assets available. Accountable for the gas supply costs in the assigned regions including testimony and technical support of regulatory filings to ensure full recovery of the Company’s gas costs in the assigned region or companies  
  • Develop, implement and support gas hedging and procurement processes and strategies consistent with the regulatory policies and practices applicable in the regions. Coordinate with operational areas to ensure that new projects adequately meet and support the operational, pressure and flow requirements of the Company’s distribution systems in the assigned regions.
  • Oversees the Retail Choice function to ensure capacity contracting supports and is in compliance with the Company’s Retail Access programs and rules in the assigned region. Manage the development of procurement policies and incentive mechanisms and champion them with state regulators in the assigned regions. Responsible for leading innovative regulatory change to increase the company’s revenue from gas cost incentive mechanisms. Responsible for building and maintaining relationships with industry suppliers and pipelines and leveraging those relationships on behalf of the company    
  • Recruit, retain and train staff skilled in planning and procurement practices with in depth knowledge of the supply resources in the United States and Canada in general and the assigned regions in particular. Increase the sophistication of the existing management staff through training
  • Work with public utility commissions in the assigned jurisdictions to establish policies and procurement programs consistent with public interests and the goals of the company and its shareholders. Ensure all gas planning and procurement activities for the assigned region comply with corporate and industry standards for risk management.
  • Assist where required in integration and commodity purchases/strategies for other Liberty entities and /or utility acquisitions

Education and Experience

  • Bachelor’s degree and/or equivalent combination of education and experience with 10+ years’ experience in the energy supply management field, preferably in a utility, or related vendor environment  
  • Regional (Midwest and Northeast) electricity and natural gas markets and infrastructure, including supply, storage, transportation, transmission, generation, and capacity   Knowledge of financial markets and hedging products    
  • Knowledge of Regulatory (Administrative Law) process and Regulatory policies applicable to Gas Supply procurement and pricing.  State and provincial (GA, IA, IL, MO, NY, MA, and NH) and federal utility regulation, industry restructuring and ratemaking    
  • Energy commodity trading and procurement practices, products/instruments (physical and financial), and processes  
  • Energy risk management practices, standards, and processes  
  • Energy Trading & Risk Management (ETRM) systems and analytical tools  
  • Gas supply, planning, demand forecasting, pipeline scheduling, and nomination practices    
  • Contract negotiation processes and practices for supply, storage, transportation, and transmission    
  • Exemplary Leadership skills capable of leading change through the evolving energy industry    
  • Excellent interpersonal and communication skills with the ability to build strong relationships with peers, teammates and in member communities  
  • Strong analytical skills to rationally determine whether models are statistically valid and computed results are reasonable    
  • Strong project management skills capable of managing high volumes of commitments while ensuring deliverables meet the highest level of quality  
  • Valid driver’s license and passport is required in order to travel on company business. Ability to obtain valid US Passport and entry into Canada (and/or vice versa)  #LI-DS1
