Director, Economic Development

Purpose

Responsible for building and sustaining relationships with Liberty’s largest and most strategic customers, while positioning Liberty as a partner of choice for business growth and investment. This role leads engagement with economic development agencies, policymakers, and industry partners to attract and retain customers in Liberty’s territories, driving both community prosperity and enterprise value. The Director manages a select portfolio of high-impact accounts, helping customers navigate permitting, incentives, and workforce programs, while also shaping Liberty’s strategies to enable customer and community growth. They serve as a trusted advisor to the Chief Regulatory & External Affairs Officer, CCO, OpCo Presidents, and Regulatory & External Affairs leaders on growth opportunities, risks, and market trends, ensuring Liberty’s customer strategies are aligned and competitive across the enterprise.

Accountabilities:

Economic Development & Market Growth   

  • Builds relationships with municipal, state/provincial, and regional economic development agencies.
  • Positions Liberty as a partner of choice for business investment, relocation and expansion opportunities.
  • Markets Liberty’s territories to attract new customers and support long-term economic vitality.

 

Customer & Community Support Services  

  • Reduces barriers to customer growth by supporting permitting, incentives, and workforce initiatives.
  • Advises on regulatory filings and policies that enable strategic customer investments and community development.

 

Enterprise Collaboration & Advisory 

  • Advises Chief Regulatory & External Affairs Officer and executives on growth opportunities, risks, and industry trends.
  • Partners with CCO and OpCo leaders to align account management with enterprise strategy and customer experience goals
  • Prepares insights and reporting on customer growth, economic impact, and strategic partnerships.

Strategic Account Management   

  • Serves as the senior point of contact for Liberty’s largest and most complex customers.
  • Develops tailored solutions that balance customer growth with Liberty’s regulatory and financial obligations.
  • Acts as escalation point for strategic account issues across jurisdictions.

Education and Experience

  • Bachelor's degree or equivalent
  • 10+ years of diverse economic development experience in utilities or adjecent industry.
  • Strong understanding of economic development processes, incentive programs, and permitting requirements.
  • Experience building relationships with senior government, regulatory, and business stakeholders.
  • Familiarity with utility regulatory environment and financial frameworks.
  • Strong analytical, negotiation, and relationship management skills.
