Purpose

 

Project management for developer funded commercial and residential water and sewer facilities installation projects for new structures, improvements and additions, including plan review and approval, project close out, agreements, etc.

 

Providing professional and prompt responses to internal and external queries.

Accountabilities

 

  • Upon request for information for a new project, research location of property (ies) and provide developer or engineer with information required to start the process including: whether it is inside or outside of CC&N, location of nearest point of service, availability of capacity, copies of as-builts or maps if necessary, copies of Liberty’s requirements, information on CC&N and/or MAG/CAG 208 Expansions if necessary, general process and fee information, etc.
  • Conduct Conflict Reviews as requested, in order to verify whether or not Liberty has any facilities in the vicinity of, and/or if any of Liberty’s facility locations are in conflict with possible development activities.
  • Coordinate with property owners, city, state, county, and/or developers regarding necessary easements/ROW, and easement/ROW abandonments related to developer projects.
  • Assist Customer Service with information related to new and/or potential customers as a result of a developer project, including verification of property locations in relation to Liberty’s service boundaries.
  • Coordinate with Operations Department regarding field verifications, regulatory requirements, changes to Liberty requirements, upcoming new developments and facilities.  
  • Review and approve construction plans for developer funded projects.  Coordinate with developer and developer’s engineer to ensure facilities being proposed meet Liberty and regulatory requirements, existing facilities are accurate, match approved Design Reports, and are in the best interests of Liberty as well as its current and future customers.  Plan review includes review and approval of any necessary exhibits for Line Extension Agreements, Service Connection Agreements, and Easements.
  • Assist and coordinate general project management duties including: document organization, drafting required letters, agreements, collecting fees, tracking progress, updates to Development Guides, etc. necessary for city, state, county, regulatory and Liberty requirements during the course of a new development project from start of the process to water and sewer facility completion and transfer to Utility.  These duties may include coordination with Operations, Regulatory, and Legal Departments.
  • Review developer project close out package for accuracy and to ensure it meets all of Liberty’s requirements and provide the necessary documentation to Liberty’s Finance Department for the project close out and transfer of facilities to Liberty.
  • Assist with creation and tracking of developer project submittal and outcome metrics.  
  • Other duties as assigned.

Education and Experience

 

  • Minimum of five years of experience working within a Development Services Department of a utility/municipality.
  • Good working knowledge of Microsoft Word and Excel.  Must have proficient research skills.  
  • Must have good writing and communication skills.
  • Ability to work in difficult situations.  Must demonstrate experience in dealing with varying personalities and situations.  Must be able to adapt well to change.
  • Minimum education required:  Associate Degree or equivalent job knowledge experience.
  • Ability to read and interpret construction drawings.
  • Experience in utilizing GIS systems, and researching facility locations.
  • Must be able to understand and implement Utility’s Development Guide, Standards and Specifications.
  • Must be able to interpret easement documents and review easements/legal descriptions.
  • Must have a general understanding of utility standards for water and sewer systems and have the ability to research various governmental regulations and requirements in multiple states.
  • Ability to make independent decisions and to communicate such decision to developers/engineers.
  • Must be able to work in a deadline oriented atmosphere.
  • Must demonstrate being a team player.
  • Must be good at multitasking.
