Purpose

As the Manager of Rates & Regulatory Affairs, you’ll play a critical role in driving Liberty’s regulatory and rates strategy across our Arizona and Texas Water utilities. You’ll lead key regulatory initiatives, manage relationships with state and local regulatory commissions, and guide a team of analysts to ensure compliance, maximize rate recovery, and support business goals. This role offers a unique blend of strategic leadership, external stakeholder engagement, and hands-on contributions to impactful regulatory filings and proceedings. You’ll support the Senior Manager of Rates & Regulatory and collaborate cross-functionally to align regulatory strategies with broader business objectives. This is a high-impact role for someone who thrives in a fast-paced, evolving environment and enjoys building relationships, influencing policy, and creating long-term value for both the business and its customers.

Accountabilities

  • Lead the preparation, submission, and management of regulatory applications, filings, and rate cases
  • Manage the strategy and execution of rate filings, including revenue requirements, cost recovery, tariff development, and customer program filings
  • Build and maintain strong, productive relationships with state and local regulatory authorities, commission staff, and key stakeholders
  • Represent Liberty as the primary witness in regulatory proceedings and rate filings, including public hearings and testimony
  • Align regulatory strategies with key business functions to ensure compliance, support growth, and maximize shareholder value
  • Participate in industry associations and forums to advocate for Liberty’s interests and help shape policy discussions
  • Identify and implement improvements to ratemaking processes, modeling, and planning activities to support accurate, timely, and strategic filings.
  • Oversee a team of analysts responsible for tariff management, revenue and sales reporting, and regulatory compliance tracking
  • Provide coaching and leadership to the team, identifying development opportunities and building a high-performing regulatory function
  • Contribute to broader organizational strategies and special projects as requested by leadership

Education and Experience

  • Bachelor’s degree in Finance, Accounting, Economics, or a related field
  • 10+ years of experience in regulatory affairs or a related function within the utility industry
  • Advanced understanding of revenue requirements, cost recovery mechanisms, and ratemaking principles
  • Experience working with the Arizona Corporation Commission (ACC) is highly preferred
  • Strong business acumen with a solid understanding of how regulatory decisions impact utility operations, financial performance, and long-term strategy
  • Proven ability to lead teams, influence internal and external stakeholders, and manage through organizational change
  • Strong strategic thinking, project management, and communication skills, with a track record of delivering results
  • Comfortable contributing both as a leader and an individual contributor in a dynamic, fast-paced environment
