Director, Engineering

Purpose

Directs the Engineering Department and Development Services Department to provide high quality services in support of engineering and development services related guidelines and procedures toward the achievement of the departments and Liberty Utilities goals and objectives.  Guides the management staff in making sound engineering, development services, and financial decisions.  This position is responsible for operating and capital budgets, along with long term planning and growth, as well as supporting the Company’s rate making process. This position ensures compliance with all Environmental, Health, Safety and Security policies and procedures, and compliance with federal, state, and local water and wastewater regulations.  This position will direct many ad hoc projects throughout the year and deploy resources to meet changing priorities.  This position will ensure that Liberty Utilities’ values are adhered to in all that we do and performs other duties as assigned.

Accountabilities

  • Direct engineering design services for a wide range of facility improvements including pipeline systems, reservoirs, wells, pump stations, WWTP, lift stations, pressure stations, water treatment facilities, and control systems. Provides project management services as requested for a wide range of water/wastewater and technology projects.
  • Responsible for advancements in, and maintenance of, technological systems such as GIS and EAM, facility maintenance, record keeping, mapping, and SCADA systems in support of management and operation of the capital facilities of the Company and its subsidiaries.
  • Guide regular statewide reviews of capital spending to ensure that expenditures are being made for the current top priority needs. Analyzes and coordinates funding approvals for major expenditure decisions.
  • Actively support the Utility Supplier Diversity Program (USDP) to achieve the Program’s objectives, and if granted procurement authority incorporates diverse business enterprises in the procurement process and works with the USDP coordinator on identifying USDP opportunities.
  • Provide excellent customer service to both internal and external customers.
  • Other jobs, duties and projects as may be assigned from time to time.

Education and Experience

  • Must possess a Bachelor’s of Science Degree in Civil Engineering or an equivalent Engineering Degree from an accredited four-year college or university.
  • Must be a Registered Professional Civil Engineer in the state where work is done.
  • Must have a minimum of 12 years’ experience in utility civil engineering and have a minimum of six years of experience as a registered professional engineer.
  • A Master’s Degree in Engineering may be substituted for two years of technical service.
  • The candidate shall have worked a minimum of six years in a supervisory position with increasingly greater responsibility in a management position.
  • Must have proven management ability both in Engineering and Corporate management.
  • Be a proven engineering project designer and have prepared plans and specifications for a wide variety of water and sewer structures and facilities.
  • Understanding of key business issues and requirements of the utility and resulting implications of specific legal issues.
  • Proficient with computer applications including Microsoft Office Suite and the Internet
  • Excellent communication and interpersonal skills
  • Flexibility with traveling within the US and Canada required
  • Valid driver’s license and passport required  #LI-RJ
