Senior Manager, System Planning and Transmission

Purpose

The Senior Manager of System Planning and Transmission will manage and coordinate the planning for the Central Region's transmission system and interconnections while ensuring the department processes align with all other business units. This includes load flow, short circuit studies, and dynamic studies, maintenance of applicable data base(s); participation on numerous power pool committees, and ensure data required by power pool is accurate and supplied in a timely fashion. Ensure compliance for applicable NERC Standards, including but not limited to: FAC, MOD, & TPL

Accountabilities

  • Leads the execution of a broad range of studies such as transmission planning and operational studies consisting of power flow, transient stability, transfer capability, short-circuit, voltage analysis, reliability, and economic dispatch associated with congestion management scenarios.
  • Oversees evaluations by ensuring NERC, FERC, and regional requirements, policies and procedures are appropriately applied.
  • Ensures utility industry software such as PSS/E, PSLF, EMTP/ATP, PSCAD, SKM, ETAP, and Promod is utilized accurately by team members.
  • Independently executes transmission system planning studies using industry software, preferably:  PSS/E, ASPEN, and Promod.
  • Leads a team of engineers to independently execute transmission system planning studies.
  • Oversees the evaluation process for selection, adaptation, and modification of standard engineering techniques for electric transmission system planning procedures and criteria.
  • Reviews and approves data analysis and interpretation of engineering, financial, and economic conditions and results, and subsequent business implications to projects.
  • Reviews technical and business-related risk assessments that evaluate impacts associated with rules implemented by regulatory agencies.
  • Reviews technical reports and presentations summarizing results of analysis
  • Oversees execution of engineering reviews, financial analysis, and contract administration for the design/planning of utility systems.
  • Responsible for effective communication with other departments
  • Provide leadership, guidance, and instruction to less experienced staff.
  • Actively attend ISO/RTO market stakeholder meetings and stay up-to-date with ISO/RTO market changes.
  • Create and maintain relationships that encourage collaboration and respect within the ISO/RTO construct(s)
  • Manage ISO/RTO portals, applications, and submissions.
  • Responsible for compliance with company and site safety policies.
  • Performs other duties as assigned.

Education and Experience

  • Bachelor's degree in electrical engineering or related degree from an ABET accredited program or related degree and 8+ years of experience within related industry, specifically with several years of experience within power systems planning.
  • Master's or PhD degree in electrical engineering and 6+ years of experience in Engineering
  • Professional Engineer (PE) License highly preferred
  • Prior experience associated with electric utility transmission planning and/or operations.
  • Extensive experience with power system planning and operations; transient stability, short circuit, and voltage analysis; NERC, FERC, and regional requirements, policies and procedures; production costing; risk assessment techniques; TPL compliance; generator interconnection; and harmonics analysis.
  • Strong computer skills using industry software such as: PSS/E (preferred), ASPEN (preferred), PSLF, EMTP/ATP, PSCAD, SKM, ETAP, and Promod.
  • Ability to independently execute various transmission system planning studies.
  • Extensive knowledge of regional transmission organizations and independent system operators, preferably SPP
  • Extensive experience and knowledge of NERC and FERC standards
  • Extensive knowledge in standard engineering, construction, and operation techniques, principles, and procedures associated with power transmission facilities.
  • Strong attention to detail, facilitation, team building, collaboration, organization and problem-solving skills.
  • Ability to work methodically and analytically in office environment.
  • Demonstrated leadership skills/experience.
  • Proven ability to lead, educate, and train a team of engineers and engineering techs in transmission planning studies.
  • Ability to independently solve difficult problems that require adaptation and modification of standard techniques, procedures, and criteria.
  • Demonstrated critical thinking skills.
  • Ability to manage multiple projects concurrently to ensure study deliverables meet prescribed deadlines.
  • Ability to focus on the big picture to deliver effectively and efficiently to the company’s objectives, while also having the ability to identify and analyze details that are critical to project outcomes.
  • Proficient in Microsoft Office Suite (Word, Excel, PPT).
  • Proficient in English language
  • Excellent written and oral communication skills.
