Purpose
Manages a team to ensure accurate and timely purchasing of natural gas supplies for Empire District Gas, Midstate’s Gas, and Peach State utilities. Works closely with Producers and Pipelines to ensure an adequate and seamless delivery of natural gas supplies, and to ensure that all supply costs are defended, supported, and recovered. Responsible for all regulatory compliance, development of testimony, responds to data requests, and serves as Energy Procurement's witness in regulatory proceedings for Empire District Gas, Midstate’s Gas, and Peach State.
Accountabilities
- Manages others to ensure that gas supplies are planned, purchased, and delivered in a highly accurate manner consistent with best-cost supply strategies.
- Ensures contracts and tariffs are monitored and administered to assure rules are followed and utilized for procurement decisions.
- Liaises closely with the Supply Operations team to ensure Marketer Nominations and pipeline confirmations align with plans and purchases.
- Supports and approves the monthly and annual reconciliations of pipeline, supplier, hedging and other transactional documents and activities to ensure accuracy.
- Follows up with relevant party when there are discrepancies between flowing gas and invoiced volumes.
- Provides closing information to regulatory and financial accounting for use in forecasting and reconciliation.
- Liaises with Measurement and Gas Control teams to ensure measurement devices are fully operational and accurate.
- Implements and maintains the PCI gas management system (or other, as necessary) for storage balances and flowing gas activities.
- Maintains close working relationships with local engineering and operations staff, Marketers, Pipeline representatives, Traders, and Planners to ensure effective communication between all parties regarding distribution system integrity.
- Works closely with Director of Energy Procurement to ensure best practices are aligned with all Liberty Gas Utilities.
Education and Experience
- Bachelor’s degree or equivalent
- 5 years’ experience in the natural gas industry with demonstrated ability to proactively identify and solve problems; strong analytical, oral, and written communications skills required.
