Director, Rates and Regulatory Affairs

Purpose

This role supports the Senior Director of Rates and Regulatory in overseeing all regulatory affairs and rate-related functions at Liberty Utilities. Key responsibilities include developing and directing regulatory and governmental outreach, as well as preparing and submitting rate and regulatory filings at the state level. The position also involves managing relationships with local regulatory commissions, authorities, and other key stakeholders, ensuring organizational policies and procedures comply with all relevant laws and regulations. Additionally, the role provides regulatory leadership and advice to ensure compliance and optimize earnings.

Accountabilities

  • Oversee the regulatory application process to secure all necessary permits, licenses, certificates, authorizations, and rate approvals.
  • Establish and maintain strong relationships with regulatory authorities.
  • Coordinate with regulatory authorities and commission staff, and participate in industry forums to influence regulatory policies.
  • Align regulatory strategies with key functional areas to ensure compliance and maximize shareholder value.
  • Manage all rate-making activities.
  • Develop strategies to maximize rate recovery of prudently incurred capital and operating expenses.
  • Participate in industry associations and cultivate leadership roles for Liberty Utilities.
  • Serve as a witness for rate and regulatory filings before Commissions, other regulators, and governmental agencies.
  • Advise company management on emerging regulations and industry developments.
  • Review and interpret new and pending laws and regulations affecting business practices, and coordinate the development or revision of policies, procedures, contracts, and agreements to ensure compliance.
  • Research and monitor changes in laws and regulations, and inform management of key changes and ongoing developments in regulatory proceedings.
  • Update key management on regulatory changes, developments, and implications of new requirements on functional areas.
  • Develop, implement, and oversee a framework to ensure each utility meets its compliance requirements accurately and timely.

Education and Experience

  • Bachelor's degree or equivalent required; advanced degree or certification preferred.
  • Minimum of 10 years of experience in utility regulatory, regulatory strategy, or utility finance.
  • Proven team leadership skills and experience in building and developing teams.
  • In-depth knowledge of utility regulation and ratemaking.
  • Demonstrated ability to establish and maintain productive relationships with regulators and key stakeholders.
  • Strong communication skills, including effective interaction with management through presentations, written communications, and internal relationship building.
  • Excellent judgment and decision-making abilities, enabling independent goal achievement.
  • Previous experience as an expert witness in utility rate making.
  • Willingness to travel as needed by the company. #LI-CT1
