Purpose

 

The Analyst III plays a key role in supporting Liberty Utilities’ California Water operations through research, analysis, and project work on regulatory matters. This position leads cross-functional teams to develop regulatory filings and strategies, ensuring compliance with all applicable laws and regulations. The Analyst builds and maintains strong relationships with the California Public Utilities Commission (CPUC) and other key stakeholders, provides regulatory insight on emerging industry developments, and helps shape policies and procedures that support sustainable operations and regulatory compliance.

Accountabilities

 

  • Lead cross-functional teams to develop regulatory filings for CPUC, including testimony, forecasts, work papers, and responses to data requests.
  • Prepare witnesses for CPUC hearings.
  • Develop rate schedules for regulatory proceedings.
  • Establish and manage relationships with regulatory authorities and commission staff.
  • Participate in industry forums to influence regulatory policies and represent Liberty.
  • Align regulatory strategies with organizational goals to ensure compliance and maximize shareholder value.                                                                
  • Develop tactics to optimize rate recovery of prudently incurred capital and operating expenses.
  • Advise management on emerging regulations, regulatory strategy, and industry developments.
  • Review and interpret new and pending laws and regulations; assist in updating policies, procedures, contracts, and agreements for compliance.
  • Monitor federal, state, and local laws affecting filing requirements for regulated utilities, update management on regulatory changes and implications.
  • Develop and oversee frameworks to ensure the utility is meeting its compliance requirements in an accurate and timely manner.
  • Mentor and guide other analysts to build regulatory expertise.       

Education and Experience

 

  • Bachelor’s degree or equivalent required.
  • 3-5 years of relevant experience.
  • Knowledge of local state commission regulations and filing requirements.
  • Demonstrated working relationship with local commission and staff and relevant stakeholders.
  • Regulatory experience required.
  • Valid Operator’s Driver’s License and proof of current insurance.
  • Availability to travel if needed by the company.
