The Program Manager will provide oversight and leadership for the automatic meter reading (AMR) and advanced metering infrastructure (AMI) program and for the Fort Benning Privatization Contract activities. This position will ensure that appropriate coordination, planning, and communication takes place with affected stakeholders, and that work is completed on schedule and within budget. This role will develop and maintain detailed project schedules and work plans, manage execution and closeout of projects, and provide project updates on a consistent basis to various stakeholders regarding strategy, adjustments to plan, progress, and forecasts. The Program Manager will be the single point of contact for all Fort Benning work and will ensure Liberty meets and exceeds performance expectations. The position governs all projects and programs supporting this government contract to ensure control over risks, budgets, schedules, scope, and deliverables adhere to approved plans.


  • Responsible for participating in the project planning process at Fort Benning and at Liberty, understanding the project execution requirements at Fort Benning and at Liberty, and providing oversight of all Fort Benning related projects to meet or exceed all requirements. Understand the Fort Benning Privatization Contract requirements and review, analyze, and report on project plans, progress and forecasts for all Fort Benning related projects.
  • Have the verbal and written communication skills to maintain relationships both at Fort Benning and within Liberty to ensure all requirements are met or exceeded and all stakeholders have the information they need. Responsible for participating in the project planning process with corporate and 3rd party resources, understanding the project execution requirements, and providing oversight of the local activities to ensure the project meets or exceeds all requirements Review, analyze, and report on project plans, progress, and forecasts for the AMR/AMI program including variance explanations and mitigation strategies.
  • Have the verbal and written communication skills to maintain relationships with corporate resources and 3rd party resources to ensure all requirements are met or exceeded and all stakeholders have the information they need. Utilize negotiation and conflict resolution abilities, and facilitation skills to manage activities conducted by 3rd parties and internal resources with no direct reporting relationships.  
  • Responsible for developing detailed project plans, including scope, schedule, cost that address project requirements, identify project resource requirements, and include risk mitigation to achieve project milestones and deliverables.
  • Demonstrate an understanding of project management principles and the ability to translate those principles into action that results in well planned and executed projects that meet or exceed requirements.  
  • Develop, analyze, and issue project reports in a format and on a frequency that satisfies stakeholder requirements. Proactively communicate major project risks and variances to the Director of Engineering in a timely fashion. Work with all affected functional groups to determine stakeholder communication needs and expectations.

Education and Experience

  • University Bachelor's Degree or equivalent
  • 5-10 years of experiences
  • Certified Project Management Professional (PMP) or Program Management Professional (PgMP)
  • Proficient with Microsoft Office Suite including Project #LI-DS1
