Purpose

The Manager of Operations directs the major functional areas of Water Production, Transmission, Distribution and Wastewater treatment operations.  Manages complex and multidisciplinary activities. Exercises independent judgment in working with Department Managers and Supervisors on Operations projects and issues. Coordinates activities and special projects with all departments.  Constantly makes difficult technical and managerial decisions for the Operations Department.

Accountabilities

  • Reviews design documents and specifications for facility expansion to ensure constructability and operability in compliance with all applicable regulatory requirements.
  • Directs the functions of the Water and Wastewater Division by reviewing process control, reporting data, implementing programs to improve and maintain plant operations, planning training, developing standard and emergency operating Procedures for plant personnel, and conducting weekly meetings.  Takes an active leadership role in the company Health & Safety program.
  • Studies operating cost records of plants and makes corrections or suggests solutions to problems. Advises on future systems improvements deemed necessary and their impact on rates. 
  • Administers departmental budgets by preparing annual departmental budget, reviewing and approving requisitions and purchase orders, and monitoring departmental expenditures.
  • Writes comprehensive reports on plant operations, productivity improvements, and energy conservation programs to provide information required by local, state or federal agencies and management. Ensures compliance with, and coordinates legal responses to enforcement actions for applicable regulatory agencies.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
  • Other duties as assigned.

Education and Experience

  • Bachelor's degree or Advanced Degree as well as industry specific knowledge or ten years experience in a general profession or technical field.   
  • Working knowledge of water/wastewater utilities, engineering and/or financial principles, public interaction and presentation skills a plus.
  • Working knowledge of SAP is a plus.
  • Minimum five years’ experience with progressively responsible management level experience.
  • Responsible for implementation of Utility budget and presentation of the budget(s) to Senior Management.  Authorized to approve division budgeted expenditures for both staff and resources up to the applicable approval limit.
  • Performs the duty assignment according to his or her own judgment.  Projects and daily work are managed with little oversight; however special assignments and significant work products may be reviewed upon completion.
  • Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs, solutions for highly complex issues, and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
  • Interactions at this level typically result in recommendations regarding policy development, changes in policy, and implementation of policies.
  • Interactions at this level are typically concerned with providing communications at higher levels of organizational operations and may utilize activities such as evaluating customer satisfaction, developing cooperative associations, and allocating resources to improve work operations, work quality, overall achievement of organizational goals and objectives, and customer satisfaction.
  • Ability to read and write general correspondence, memorandums, letters, technical reports, and engineering studies at a college level.
  • Proficient with computer applications including Microsoft Office Suite and the Internet
  • Flexibility with traveling within the US and Canada required
  • Valid driver’s license and passport required
