Manager, Capital Project Delivery

Purpose

As the leader of the Project Management group, the Manager, Capital Project Delivery will lead the PM team in industry best practice on project delivery. The role requires the development of project management standards, contracting policies, risk mitigation, and annual execution strategies to successfully implement Capleco’s capital design and construction initiatives. Leading both projects and teams is required of this role.

Accountabilities

  • Develop the best PMP practices related to projects to ensure compliance with project budgets with ability to prepare CPI and SPI status on budgets as needed as well as variance reporting when requested
  • Within a Matrix organization lead internal and External resources and 3rd party service providers, related to various project development functions, budget and schedule compliance
  • Assess the adequacy, engineering and financial quality of the data being used in the project development cycle for the purpose of risk identification and analysis as well as recommending additional resources to address deficiencies. Assess the completeness, adequacy and relevance of deliverables prepared by external parties
  • Support development and bid activities, through market intelligence, competitive landscape analysis, regulatory framework assessment, technology and pricing trends, suppliers, off-takers, utility resource planning, financing, etc
  • Accountable for maintaining and reporting on project development schedule and budget. Communicate emerging schedule and/or budget risks and coordinate the development of solutions. Responsible for ensuring that project expenses receive the necessary approvals and are paid on a timely basis
  • Perform Analysis through understandable adhoc reports, that translate raw data into meaningful submissions that support initiatives of the Gas and Electric Operations departments
  • Assure all mandated field work tasks are tracked, scheduled and completed in compliance
  • Define and implement best in class PMP principles for strategy, execution and quality.
  • Identify the need for, and coordinate, stakeholder events (e.g. open houses and other community engagement events); develop new and maintain existing relationships with public and private partners relevant to executing Calpeco Capital improvements
     

Education and Experience

  • Bachelor degree or equivalent
  • 5-10 years of experience
  • PMP/P.E. preferred
  • Proficiency in specific professional subject area combining deep knowledge of theory and organizational practice or expertise across several different fields within a function or several different job areas across functions
  • Prior leadership experience to be able to mentor/coach/lead small team of direct reports
  • High degree of communication skills to be able to negotiate and compromise while implementing solutions and other process improvements
