Director, Enterprise Program Management Office

Purpose

The Director, Enterprise Program Management Office (EPMO) is responsible for providing leadership in the governance, planning and delivery of key business solutions objectives. 

The position acts as the Leader of the Enterprise Program Management Office and is able to liaise with technical staff, business leadership, compliance, operations to ensure EPMO goals and objectives are met.  Must maintain sound industry relations and keep informed within the industry and technology areas. 

This position will oversee all projects within the Transformation department for ensuring consistency in the planning, initiation, management and closure according to defined project management standards.  A key component of this function is to consolidate reporting to management and stakeholders on the status of projects, and address issues and risks as they arise. This function will manage the allocation of resources to projects and maintain an aggregate view of resources across all Transformation portfolio.  They will work with the teams within IT (Service Management, Application Support and IT Infrastructure) to ensure changes are made to production with the highest quality and minimum service impact to our user community. They will work with the business community to ensure that projects have the necessary level of stakeholder commitment to enable successful project delivery.  They will apply policies and procedures for establishing vendor contract management for the purpose of delivering the projects within the portfolio.

Accountabilities

As this is a new capability and role in the organization, this leader will be accountable to establish the strategy and structure for the EPMO and build the requisite team through internal and external recruitment.  The leader will work with the appropriate company leadership to develop a RACI (responsible, accountable, contribute, inform) associated with the new EPMO.
As part of the steady state, the Director, EPMO will:

  • Establish strategic direction for the EPMO organization
  • Manage Enterprise resource availability, making in-year recommendations to Executive Team when required to alter Corporate project priorities
  • Create standardized tools, processes & rules to support consistent project assessment & prioritization
  • Regularly review project portfolio to ensure all projects are aligned with business strategic imperatives and on track to meet business case
  • Drive innovation and development efforts by maintaining an understanding of the competitive landscape
  • Be the highest point of accountability for planning, organization and prioritization of Transformation projects
  • Evaluates and recommends short and long-term strategic business plans associated with the EPMO scope
  • Partner with internal business stakeholders to gather business, data and reporting requirements and translate the business needs into a Transformation roadmap and plan
  • Implementing principles, policies, standards and guidelines for Enterprise Program Management
  • Business Knowledge: Understand department and business issues and their impact on the operations of other areas within the organization. Applies knowledge of systems, data and customer requirements to uncover problems and recommend solutions
  • Strategy Development: Provides input to business units based on company’s needs and department’s initiatives. Keep abreast of industry, legal and competitive trends and understands their impact against company objectives
  • Communication: Provide effective communication with other managers, Directors and VP’s to understand their needs and give assistance where necessary. Represent the EPMO on a regular basis with other departments, internal, International and external customers/vendors. Supports decisions by upholding and communicating policy and procedure
  • Establishes and maintains project governance (Steering Committees or appropriate alternative, with appropriate status reporting and decision making) across the portfolio.
  • Improves the success of the program by managing the risks of concurrent project delivery or in quick succession.
  • Maintain business transformation focus and track benefits.
  • Maintains 5 year plan of portfolio and manages risks and issues across all applicable PMOs within the company
  • Develops projects budget in conjunction with the Project Manager(s) and Project Controller.  Monitors performance of execution against budget and recommends corrective action where necessary.
  • Develops, maintains, communicates and enforces standards for key project activities across all applicable PMOs including:
  1. project initiation (charter, business case and project plan)
  2. project reporting and communication requirements at level
  3. project closure
  • Performs other related duties as assigned

Education and Experience

 

  • University Degree preferably in Computer Science or equivalent.  15+ years experience in large scale business solution (technology architecture, data, process, operations and design) related disciplines.  Team player with excellent communication skills 
  • Demonstrated leader with strategic influencing skills, strong decision making, negotiating and conflict resolution skills, effective relationship building skills (internal and external), and strong analytical and problem solving skills
  • Have strong understanding of IT methodologies to drive the business requirements of the future state 
  • Ability to understand implications of technology solutions and drive business value from technology investments
  • Thorough understanding of Project Management and SDLC methodologies
  • Operational expertise in SAP, GIS, field work and scheduling applications and cloud/SaaS environments
  • Experience in the use of ITIL, COBIT and other business system governance regimes
  • Hands-on operational management and change management.
  • Proven track record in leading Enterprise-level programs 
  • Ability to determine long term directions, industry trends and how they inter relate to the organizational needs
  • Must be able to initiate change and be able to communicate effectively across all areas internal and external.
  • Energy Industry Experience including regulated electric, gas and water utility expertise
  • PMP Credentials considered an advantage
