Land Development Specialist

Purpose

Land Development Specialist - This position is focused on leading and interfacing in the overall land acquisitions, planning and activities for Liberty's major non-regulated renewable projects(primarily Winds and Solar) for all land tenure and security, including initial public and community relations.  The role also requires the ability to thrive in a fast paced and team oriented environment while utilizing strong interpersonal and relationship building skills. This position will require a motivated individual who aspires to travel to numerous states and develop themselves as an expert in Real Estate and External Stakeholders in the Renewables industry. This position will require travel between 75%-100% of their time.  The role will be active in all aspects of origination, development, and also some limited construction support.  During the project development, the Land Development Specialist will remain involved as an agent for Liberty.

The Land Development Specialist is accountable for the prioritization and deployment of tasks and resources towards approved projects with a clear view on how to achieve landowner and community buy in to support permitting and development efforts.  The Land Development Specialist will prioritize, initiate, evaluate and complete all significant steps, in partnership with the Senior Manager, Land and Stakeholder to ensure overall business development goals are met.

Accountabilities

Landowner/Stakeholder Representative

  • Provide primary negotiating leadership on securing the needed land packages for the project and ensuring all real property rights are understood.     
  • Collaborate with the origination and development team to manage land consultants in new development jurisdictions for the the non-regulated business under Liberty banner.     
  • Operate as an internal subject matter expert and advisor for execution and improvements of internal and external processes as well as, management of community building events with local stakeholders and landowners.      
  • Display an entrepreneurial spirit when approaching new consultation programs and land acquisition opportunities that are specific to each community.     
  • Managing your time to effectively liaise with existing landowners and stakeholders to maintain/build relationships and also demonstrate the importance of these relationships to support the success of our projects and eventually operations. This includes documenting all landowner interactions and commitments to ensure a supported transition into construction and operations.     
  • Build initiatives to demonstrate to communities that “We Care” – “Care” and education regarding benefits of renewable projects.     
  • Provide real estate expertise on survey review, land title risks/curative responsibilities, crossing risks and mitigation strategies.

Project Management  

  • Forecast costs related to labour, landowner payments, external legal services, external community engagement and internal land acquisition programs.     
  • Oversite and management of external land consultants on land acquisition programs related to renewable energy origination projects.     

Coordination

  • In partnership with permitting and planning team manage the land zoning security for new development packages; research applicable regulations, prepare re-zoning applications, meeting AHJ's (municipal staff, elected council officials) and defend and expedite applications.       
  • Lead communicator with project team and impacted internal stakeholders. This responsibility includes leading weekly or bi-weekly meetings to ensure land status is communicated to impacted groups and schedules.

  • Any similar and /or related duties as requested from time to time.     
  • Upon assignment, support due diligence tasks associated project aqcuisition opportunities     
     

Education and Experience

College or professional program of 3 years or less in Land Development and similar areas of study

3 to 5 years experience
