Manager, Gas Production - Instrumentation and Regulation

The Manager, Gas Production - Instrumentation & Regulation is responsible to administrate and direct resources to operate and maintain the safe, reliable and efficient operation of the supply function assets. Responsible for and ensuring that the five peak shaving plant facilities, seventy district and supplier gate station assets, are in compliance and maintained to perform with a high degree of reliability to meet operational requirements. Direct the plant operations and maintenance team and contractors consistent with company objectives, government regulations and current technology. Ensure compliance of the pressure regulation, instrumentation and gas conditioning activities, which include the efficient scheduling of work and emergency response of Gas Systems. Continuously develop improvements in the current plant peak shaving processes and emerging decarbonization technologies, propose potential new solutions for continuous improvement opportunities working in partnership with Business Development, other industry leaders and associations (AGA Supplemental gas group for example) – etc. Develop and maintain a long term capital investment plan to expand and or replace critical capital supply assets.


  • Responsible for directing maintenance activities and assuring that they are performed when required and in compliance with mandated targets. 
  • Provide support and leadership assuring that maintenance, operating standards and training information, as well as changes to pressure regulation, instrumentation and gas conditioning activities are communicated to the team in a timely manner remain in compliance.
  • Oversee daily Gas Control operations, as the SME in SCADA support the Controllers in providing accurate assessments so operational control decisions are performed accurately. Continuously develop improvements in the current plant peak shaving processes and related new technology. Provide feedback on operational priorities long and short term to the preparation of department operating and capital long term budgets
  • Evaluate emerging decarbonization technologies, develop strategies working in partnership with Business Development, other industry leaders and associations (AGA Supplemental gas group for example) – etc. to meet future zero carbon emission targets. Monitor, assess and implement changes to achieve targets for safety, customer focus, service and cost.  
  • Supervise a culturally diverse workforce through coaching, counseling, and team building to ensure tasks are carried out in an efficient manner. Ensure the training of a well motivated, competent workforce capable of carrying out the various tasks necessary to maintain the safe, reliable and economic operation in pressure regulation, odorization and instrumentation of all facilities using prepared, up-to-date training programs    
  • Promote employee engagement to ensure successful safety program results; and support Safety Metrics and Awareness Programs. Responsible for maintaining a safe and secure work environment through the implementation of plant safety and security programs consistent with established operating and maintenance procedures   Support off-hour coverage as required and provide sound decision-making during emergency situations.
  • Provide supervision of personnel engaged in a 24 hour, 7 day per week operation  Build good working relationships with internal & external customers and manage the day-to-day relationships with them in order to understand their requirements and deliver appropriate solutions within Liberty Utilities policies and processes. Act as the first point of contact for multiple internal stakeholders and outside agencies in order to provide support and ensure Liberty Utilities delivers against service level agreements.       

Education and Experience

  • Bachelor’s Degree or equivalent
  • 10+ years of experiences
  • Professional Engineer (PE) License preferred, ability to develop a working knowledge of information systems critical to the work management, financial reporting and performance tracking of the designated area
  • Proficient in the utilization of Microsoft Office required. Valid driver's license required #LI-DS1
