Supervisor, Gas System Operating Procedure

The Supervisor, System Operating Procedure’s primary responsibility is to supervise and administer the System Operating Procedure (SOP) process in all gas operating regions to reduce risk and ensure the safety of the public and our employees. Manage and minimize customer service interruptions maintaining target levels of reliability, cost and efficiency of gas service on Liberty's Gas Transmission and Distribution systems. Support Control Room Management Federal Guidelines by following and enhancing all enterprise wide safety processes. Train Gas System Operators and Field personnel on how to safely execute SOPs and follow Liberty's applicable policies and work methods. Support regional engineering groups to roll out SOP plan to meet local requirements and maintain compliance with the company O & M Plan. Provide daily support to Gas System Operators as SOPs are executed by Field personnel. Ensure procedure compliance with Federal and State regulations as set forth by the regulating authorities. As the lead SME and stakeholder, work with Engineering and IT to develop new the SharePoint 365 platform to migrate the current critical process from the current SharePoint site.


  • Ensure that the process to create and approve SOPs is followed. Review, approve and coordinate distribution system work activity with Field crews. Ensure SOP policies align with new API 1173 guidelines as they are put into practice in all areas. Monitor system pressures and flows during high volume construction periods when SOP's are being conducted    
  • Consolidate information from a variety of sources to accurately validate, analyze and report potential risks. Issue Emergency Notifications following the defined notification process                     
  • Support and drive the continuous improvement of the SOP process                                                         
  • Take administrative ownership of the Sharepoint site maintenance and improvements to ensure reliable system operation
  • Train Gas System Operators and Field personnel on how to safely execute SOPs and follow Liberty's applicable policies and work methods
  • Monitor, assess and implement changes to achieve targets for safety, customer focus, service and cost
  • Perform effective and timely communication of programs to support employee engagement ensuring quality of deliverables while inspiring others to succeed. Respond to system integrity and reliability events that could likely occur during an emergency with Engineering and Field Operations authority. Support any restoration actions as become necessary.
  • Coordinate SOP problem resolution with the various groups who are a part of the SOP process.  
  • Assure compliance with Federal and State regulations as set forth by the Department of Transportation
  • Build good working relationships with internal & external customers and manage the day-to-day relationships with them in order to understand their requirements and deliver appropriate solutions
  • Act as the first point of contact for multiple internal stakeholders and outside agencies in order to provide support and ensure Liberty Utilities delivers against service level agreements  
  • Responsible for work outside of normal work schedule for storm assignments when necessary

Education and Experience

  • Minimum of Associates Degree in related field preferred
  • 5-10 years of direct experience
  • Broad Job Knowledge - Broader knowledge of theory and principles within a professional discipline or advanced knowledge of specific technical/operational practices
  • Excellent interpersonal skills and the ability to communicate effectively
  • Working knowledge of information systems applications SOP, ArcFM; knowledge of Synergi is desirable
  • Proficient in the utilization of Microsoft Office required
  • Valid driver's license required
  • Some travel to other operating regions is required
  • Responsible for work outside of normal work schedule for storm assignments when necessary
  • Utility industry experience preferred #LI-DS1
