Purpose
The Payroll Manager is responsible for overseeing the accurate and timely production of weekly and bi-weekly, salaried, hourly and multiple union payroll for both the Canadian and the United States operations using Ceridian’s software. They are also responsible for ensuring compliance with all applicable Federal, Provincial and State Legislation, as well as any applicable Collective Agreements. They are responsible for managing a team of 4 payroll professionals, managing the payroll clearing account, balancing of the GL, timely payment of applicable remittances and management of internal and external audits.
Accountabilities
- Manages and oversees the entire payroll function for both the US and Canadian operation
- Manage and develop a team of direct reports
- Assist with administering payrolls (month end consolidation and processing support when required)
- Maintains employee confidence and protects payroll operations by keeping information confidential
- Maintains payroll staff requirements through managing employee performance
- Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional societies

- Provides payroll information by answering questions and requests
- Establish procedures to ensure thorough audit of all payrolls, to ensure compliance of SOX and other legislative compliance with all applicable Federal, Provincial and State Legislation, as well as any other applicable Collective Agreements.

- Ensure all reporting, GL balancing and remittances are managed in accurately and timely manner
- Respond to and provide guidance to payroll team for escalations

Education and Experience
- Bachelor degree in Business Administration, HR or Accounting
- Minimum of 5 years’ experience in a management payroll function
- Designation required: Canadian Payroll Management certification
- Solid understanding of payroll systems, labour & fiscal legislation Canada & US
- Proficient with MS Office applications, such as Excel and Word for preparing reports, memos and letters as required
- Experience with a union and non-union environment
- Superior communication, customer service and problem solving skills
- Experience with payroll system implementations/integrations, CPM certification, strong knowledge of multi-state US, multi-provincial Canadian payroll, with excellent understanding of payroll laws and regulations and implications, strong Accounting background with solid knowledge and experience
