Purpose
Under minimal supervision, is responsible for organizing engineering assignments and making decisions and recommendations on complex engineering activities including master planning of facilities and the design/construction of various projects. May be responsible for directing the work of subordinates including administrative assistants, engineering technicians, and civil engineering assistants.
Accountabilities
Using adequate foresight and mature judgement, performs technical research to anticipate and solve extensive and diversified engineering issues.
• Conducts comprehensive engineering studies and prepares reports and recommendations.
• Prepares and makes presentations to Management.
• Develops, coordinates, and directs projects related to water system analyses, master planning, design, project management, operation and maintenance of facilities and equipment, and construction of various facilities.
• Prepares and administers various contracts; prepares reports, project plans/specifications, records drawings, letters, and other written communications.
• Prepares Company rate case materials, including testifying where needed.
• Maintains an understanding of the regulations governing water utilities and their effect of their operations.
• Provides engineering support for water system operation and maintenance and helps solve operational issues.
• Prepares, administers, and consults with Management on the Capital and O&M Budgets.
• Organizes, reviews, evaluates, and approves the work of subordinates, and Company consultants and contractors.
• Represents the Company at public and private meetings, conferences, and industry events as directed by Senior Management and/or by established policy and assists in the public relations program of the Company.
• Supports Company activities from other departments.
• Complies with all safety policies, practices, and procedures. Reports all unsafe activities to the supervisor, Manager of Safety Services, and/or Human Resources.
• Performs other special projects and other duties as may be assigned by designated staff.
Education and Experience
• Must possess a Bachelor of Science Degree in Civil Engineering or an equivalent Engineering Degree from an accredited four-year college or university.
• Must be a Registered Professional Civil Engineer with at least eight years of technical experience in water facilities design and project management or other related fields.
• A Master’s Degree in Engineering may be substituted for two years of experience.
• Effective verbal and written communication skills to communicate in English with others including internal and external customers under normal and adverse conditions required.
• Knowledge and use of personal computers and advanced skills in word processing and spreadsheet software are mandatory. Experience in Microsoft Office products preferred.
• Basic to intermediate skills in Computer Aided Drafting (CAD) and Geographic Information System (GIS) software preferred.
• Must meet established goals and deadlines with minimal supervision.
• Must have good analytical, organizational, and math skills.
• Be able to exercise discretion, finesse, professionalism, and tact in all areas of work including matters of a sensitive and/or confidential nature.
• Able to work independently and function in a team environment.
• Must maintain a professional appearance as a front-line representative of the Company.
• Must have the ability to prioritize and organize multiple assignments with limited time constraints and changing requirements.
• Possess effective people skills and be able to collaborate with people at all levels of the organization.
• Maintain effective and cooperative working relationships with those contacted in the course of work. This includes, but not limited to, those to whom the position reports to, supervisors, coworkers, public, customers, etc.
• Must be able to exercise independent judgment in all areas of work.
• Must be able to take direction, be a self-starter, and self-motivated.
• Must meet established goals and deadlines with minimal supervision.
• Be able to recognize and assess potential threats to the Company and report them to Management.
• Be able to work weekends, holidays, and extra time as required.
• California Class C driver license with an acceptable driving record.
• Be able to travel for business.
Compensation
$120,853 - $181,280/year DOE
